Biography
Dr Fredrick E. Kitoogo is a seasoned Data Science and AI expert with over 20 years of experience in ICT policy, research, and governance. As Principal of the Uganda Institute of ICT, he leads digital transformation initiatives across higher education and government. His expertise includes data-driven decision-making (DDDM), machine learning, predictive analytics, and the ethical deployment of generative AI.
He has spearheaded several impactful AI and data science projects, including wind turbine failure prediction (ReneWind), dynamic pricing for refurbished devices (ReCell), and AI-driven visa approval (EasyVisa). Dr Kitoogo is currently developing frameworks for big data analytics and open data use in educational planning, focusing on enrolment, drop-out, and yield rate forecasting in Africa.
He holds a PhD in Computer Science (AI & NLP) from Makerere University and professional certifications from MIT, Johns Hopkins, and the University of Texas. He is a member of the Academic Data Science Alliance (ADSA) and Data Science Africa (DSA). Dr Kitoogo is passionate about leveraging open data, AI, and advanced analytics to enhance strategic planning and institutional effectiveness in education.
