Biography

Theophilus E. Mlaki holds a Master’s degree in Library and Information Science from Loughborough University in the UK. Until his retirement, Theo worked as a Principal Librarian at the National Central Library of Tanzania and, for 20 years, as Director of Information at the Tanzania Commission for Science and Technology (COSTECH). He focused primarily on the development of scientific information systems and the promotion and popularisation of Information and Communication Technologies (ICT) as tools for enhancing knowledge and information accessibility. He represented his country and COSTECH in international arenas, including organisations such as UNESCO, the International Telecommunication Union, CABI International, IDRC of Canada, the Global Biodiversity Information Facility (GBIF), and the Economic Commission for Africa.

Currently, Theo works as a consultant on projects and programmes aimed at utilising ICT for development, particularly rural development. He also serves as a senior advisor in Tanzania for the Digital Opportunity Trust (DOT) of Canada, Chairman of the Board of Upendo Media Network, which embraces radio, television, print, and social media, and Chair of the Board of READ Tanzania, an organisation that promotes reading and access to books in schools. Recently, Mr Mlaki was recognised by ISACA (Tanzania Chapter) for pioneering ICT in Tanzania.
