Biography
Dr. Lyabwene M. Mtahabwa is currently serving as Commissioner for Education in the Ministry of Education, Science and Technology. Before his current position, he served as Director of Undergraduate Studies at The University of Dodoma. As Senior Lecturer, he holds a PhD in Early Childhood Education (ECE) earned from The University of Hong Kong. Apart from teaching various courses in ECE at both undergraduate and postgraduate levels, he has published both in local and international journals unveiling critical issues about early childhood development. His main research concerns revolve around the influences of socio-cultural contexts on child development in general and policy and practice in particular using a qualitative research tradition. Some of the consultancy services he has successfully accomplished include one by UNICEF-Tanzania regarding preparation of the Integrated Early Childhood Development (IECD) Policy in Tanzania and another by UNICEF – Zanzibar on Assessing the Current Status of Early Childhood Development (ECD) Services in Zanzibar (2013). In 2014, he completed a consultancy assignment by TEN/MET entitled Capacity Building of Civil Society Organisations (CSOs) for Quality and Equitable Education in Tanzania: A Needs Assessment Study. He also, in 2010, accomplished a consultancy assignment by Tanzania Teachers’ Union (TTU) on policy and practice of pre-primary teacher education in Tanzania. Finally, in 2014, he completed a consultancy by TEN/MET on Provision of ECCE as a Basic Right in Tanzania.
