Biography
Prof. Joel S. Mtebe is an Associate Professor of Computer Science and currently serves as the Deputy Vice Chancellor for Academic, Research and Consultancy (DVC ARC) at Mwalimu Julius K. Nyerere University of Agriculture and Technology (MJNUAT). From December 2021 to November 2024, he served as the Principal of the College of Information and Communication Technologies (CoICT) at the University of Dar es Salaam. Prior to that, he was the Director of the Center for Virtual Learning at the same university from 2015 to 2021.
Prof. Mtebe is an accomplished consultant with engagements in numerous local, regional, and international organizations, including the Pan African Virtual and E-University (an initiative of the African Union), EdTech Hub, and the International Rescue Committee, Inc. He currently leads two strategic portfolios—curriculum review and digitization—under the Higher Education for Economic Transformation (HEET) Project at the Ministry of Education, Science, and Technology.
Prof. Mtebe has published over 80 peer-reviewed articles in high-impact journals and conference proceedings. He has supervised and examined more than 30 Master's and 10 PhD students both within Tanzania and internationally. He serves as the Editor-in-Chief of the Journal of ICT Systems (JICTS) and as an Associate Editor for IEEE Transactions on Learning Technologies and the East African Journal of Science, Technology and Innovation.
In addition to his academic and editorial roles, Prof. Mtebe is a co-opted board member of the Higher Education Students’ Loans Board (HESLB) and a board member of the Tanzania Institute of Education (TIE).
