Biography
Babacar Lo is an entrepreneur specialising in digital transformation and educational innovation in West Africa, with a strong focus on expanding access to high-quality, context-relevant training for young people. His work centres on designing learner-focused digital solutions that respond to local realities while supporting broader skills development across the region.
He currently serves as an e-learning advisor with GFA West Africa Hub, contributing to international cooperation projects. In this role, he played a key part in the development of the DEFARU programme, a fully African-designed e-learning curriculum focused on transversal skills. The initiative was developed in collaboration with Volkeno and supported by German cooperation.
Babacar’s contributions to DEFARU spanned both strategy and implementation. He led work on impact assessments aligned with the needs of young people in West Africa, supported the creation of engaging and locally grounded learning content, and advised on the integration of accessible technologies suitable for both urban and rural environments through the Volkeno platform. He also contributed to monitoring key success indicators such as learner engagement and certification rates, while building partnerships with local institutions to embed the programme within existing educational frameworks.
In parallel, he collaborated closely with Volkeno’s technical teams on platform development, particularly in relation to user experience, learner support, and community management. Through DEFARU, more than 7,000 young people have already accessed training, reflecting the programme’s growing reach and impact.
