Biography
Walter Yao Dzimey is a Technical Advisor with GIZ Ghana, where he leads key components of the organisation’s Digital Transformation Centre (DTC) and Gig Economy initiatives. With more than a decade of experience in digital transformation, systems development, and data-driven advisory work, he specialises in designing and implementing innovative digital solutions that expand economic opportunities for young people and gig workers across Ghana. At GIZ, Walter plays a central role in advancing the Gig Economy Initiative under the Digital Transformation for Inclusive Entrepreneurship (DTEG) programme. His work focuses on strengthening digital participation, improving access to data-backed skills development pathways, and supporting the emergence of fair, transparent, and inclusive digital labour markets. He contributes to the development of human-centred digital tools, including the “Upskill Now” platform, which provides gig workers with personalised, data-driven skills recommendations and pathways to online learning. Through this initiative, Walter works closely with gig platforms, ecosystem stakeholders, and government partners to ensure that digital workers can improve their employability, diversify income streams, and navigate the evolving demands of Africa’s platform economy. Walter’s broader mandate within GIZ includes coordinating digital governance initiatives with public-sector institutions, integrating digital systems with national strategies, and strengthening multi-stakeholder collaboration between government, civil society, and the private sector. His contributions have supported the deployment of digital platforms adopted by large groups of beneficiaries, the establishment of robust monitoring frameworks across multiple regions, and the promotion of interoperability and data-driven decision-making within national institutions. Prior to joining GIZ, Walter held senior technical roles at the Youth Employment Agency and the Ghana National Service Authority, where he led large-scale system digitisation projects and advanced open-source digital solutions. Across his work, Walter remains committed to inclusive digital transformation, skills development, and the creation of meaningful economic opportunities for Africa’s emerging generation of gig workers.
