Biography
Edmond Moukala N’Gouemo is a cultural heritage expert, diplomat, and international development specialist with more than 25 years of experience at UNESCO. He currently serves as Head of the UNESCO Office in Accra and UNESCO Representative to Ghana, where he supports initiatives in education, culture, digital transformation, youth engagement, and sustainable development across the region.
A Congolese sinologist by training, Edmond Moukala holds qualifications in law, design and planning, and civil engineering. His expertise spans heritage preservation, sustainable tourism, intercultural dialogue, and capacity development. Over the course of his career, he has worked extensively across Africa and Asia, contributing to UNESCO’s Silk Roads projects and leading programmes promoting dialogue among civilisations and cultural cooperation.
From 2014 to 2020, he served as Head of the Africa Unit at the UNESCO World Heritage Centre, coordinating the implementation of the 1972 World Heritage Convention across 46 African countries and initiating African World Heritage Day. He later led the UNESCO Office in Bamako, Mali, before assuming his current role in Ghana in 2023.
Edmond Moukala is also engaged in research on Africa-China relations, development policy, and cultural diplomacy, with a continued focus on leveraging education, culture, and innovation to support inclusive and sustainable development across Africa.
