Biography
Camélia Ntoutoume Leclercq is the Minister of State for National Education, Civic Instruction, and Vocational Training of Gabon. She has held several senior government positions in education, public administration, communications, and digital policy, including roles within the Presidency of the Republic and the Prime Minister’s Office.
Before joining government leadership, she worked in both Gabon and France across the public and private sectors, including with local authorities, Société Générale, TOTAL, and the Office of the French Ombudsman. Her work has focused on government communication, public policy coordination, civic education, and digital transformation.
A graduate of leading French institutions including the École Nationale d’Administration (ENA), CELSA Sorbonne Université, and Sciences Po Aix-en-Provence, Camélia Ntoutoume Leclercq has received multiple distinctions for her public service and leadership. In 2025, she was recognised by Forbes Afrique among the Top 50 Most Inspiring African Women.
