Biography
Angela Arnott is an education systems and policy specialist with over 30 years of experience across Africa and the Asia-Pacific, focusing on education planning, data systems, and institutional capacity development. She holds a Master’s in Education Management and a Postgraduate Certificate in Applied Education Economics and Planning from the University of the Witwatersrand, South Africa. Angela has served as a senior technical advisor and team leader for organizations including GESCI, UNESCO, UNICEF, the African Union, and the University of Oslo, where she has led large-scale assignments on EMIS reform, education data governance, and results-based financing. At GESCI, she contributes to the African Digital Schools Initiative (ADSI), supporting digital literacy and teacher competency development in Kenya, Tanzania, and Côte d’Ivoire. Her work has also advanced continental frameworks such as the AU CESA and SADC EMIS Norms and Standards Assessment Framework, and informed regional data policies under Smart Africa’s Data Governance Initiative. Angela is an active member of several African Union expert committees, including the Innovation in Africa Committee, AU CESA ICT Cluster, and Pan-African Virtual e-University Working Group, and contributes to the AU Digitalization Committee. Combining deep technical expertise with policy insight, she is recognized for her leadership in promoting data-driven education reform, digital transformation, and equitable learning outcomes across developing contexts.
