Biography

Gasamagera Wellars is a civil servant aged 64. He holds a Master’s Degree in Public Administration (Public Management) obtained from Universite du Quebec (Ecole Nationale d’Administration Publique) in Canada. He has particularly specialized in strategic management, leadership, governance and ICT management.

Currently Director General of Rwanda Management Institute, he has been a Senator in Rwanda Parliament (2003-2011), Member of the Standing Committee on Political Affairs and Good Governance, member of the ICT Steering Committee and of many Parliamentary For a and Associations. He has also been a Governor (Prefect) of Kigali Rural Province (1997-2001). He owned and operated a consultancy firm working in the field of management, ICT, leadership and governance. 

During his tenure of office, he has done a number of trainings and study tours and participated in high level international conferences and meetings. His interventions related to Governance and Leadership, Parliamentary Relations, ICTs and Research.

He is currently the Commissioner for Political Mass Mobilization at the National Executive Committee of RPF INKOTANYI since December 2009.

He has been a trainer for several organizations with major national and international partners. He has been on boards of several nonprofits and is currently Chairman of the Institute of Policy Analysis and Research Think Tank.

His special hobbies are mountaineering, reading, information, research and ICTs.
